Major General George T. I emphatically recommend that the boat drill of all troops include the actual lowering and manning of lifeboats. I believe it is most advisable for all officers of organization or casual detachments to carry rosters on their person of their organization or detachment, in order that the checking or accounting for the survivors or missing, should such a disaster again occur, will be more accurate and greatly expedited to the relief of relatives and all concerned.
